Abstract

This thesis explores early signs of policy diffusion within right to repair legislation across 10 states. Data points from each bill includes the devices protected, exempted, vote share of Republican legislators, parts pairing bans, and other provisions of bills. Bills that pass have unique aspects that show signs of policy learning from successive states. This thesis seeks to establish a framework for future research to explore policy diffusion in a new area of consumer protection.
