Abstract

In this presentation, I argue that even though statements of educational program objectives are normally politically-charged and necessarily grandiose and vague, they can be used as a basis for assessing the program's implementation, on the condition that they were taken seriously when the implementation occurred. In this situation, I argue for an assessment strategy that I term "Interactive Spiraling Assessment Process" to be employed by those in charge of evaluating the program and its objectives.
